State Budget Analysis

Thanks to the new “majority rule” budget, California passed a $129 billion budget ($86 billion general fund infringement) on time. The budget did NOT include any tax extensions but instead relies heavily on deep cuts to social programs, higher education and hopes to tap into $4 billion of unexpected revenue. If the unanticipated revenue fails to materialize, deeper cuts will be made to social services, universities and it is possible that the K-12 school year may be shortened by seven more days (on top of the five days that Districts could already negotiate). Additionally, the state may need to cut $2.1 billion if voters do not agree to tax extensions by November 2012. So, the abridged version of this message is: there are no cuts to education this year if all $4billion in unanticipated state revenues materialize. Read on for the details…

President's Message - July 2011


Hello Local 3782 Union Members,



On Thursday, July 7, 2011, we held our membership meeting at our new location (a huge improvement over our former location and quite a bit less expensive). We provided food and beverages as well as an update regarding our recent meeting with management.



For those of you who could not attend the meeting, here’s a brief summary of what we discussed:



Recently, we were approached by management about the budget crunch and how the ARC of Monmouth would be affected by it. They asked us to consider concessions regarding compensation.



First they asked if we would consider putting off our raise for the fiscal year July 2011 – June 2012. Their alternative proposal was for a wage freeze and contract extension in the following year. After some discussion at our July 7th membership meeting, our reply to management was that after careful consideration, we do not believe our membership would vote to accept that.



We may continue to meet with management on this issue but rest assured that we will bring you the information on any concessions we feel have merit so that you can decide whether or not to accept them.



We thank those members who took the time (we realize not everyone had the ability to attend the meeting) to attend our July 7th meeting. We will try to meet again very soon.



Most of all, we thank you for your support and understanding. We will continue to work hard to protect and improve our contract in every way possible.

A Message to Texas House and Senate Members

Texas Legislature must "Make Education a Priority". At the start of the 2011-2012 school year, classrooms in Texas schools, will be short changed by $1000 less per student. So if you have 22 students in an elemantary classroom, that means you will have $22,000 less to educate those students.

We must get ready for 2012 Election to take back Texas schools. We have to go out and vote!!!

Update on Publication of County Government Employee Salaries

Baltimore County Executive Kevin Kamenetz’s publishing of county government employee salaries on the county government’s website has upset many employees.  County employees are concerned about whether the availability of such information will make identity theft easier for criminals. In addition, some employees wonder what other information could be accessible through county websites.
County employees should know that under the Maryland’s Public Information Act certain information about public employees CAN NOT be revealed. This information includes personal information, financial information, and personnel records. In other words, a state or county employee’s address, driver’s license number, social security number, telephone number  (or any identification number), medical records, or disability information, CAN NOT be revealed. 
In addition, information pertaining to public employee’s finances, such as assets, income, liabilities, net worth, bank balances, financial history, or credit worthiness, CAN NOT be revealed.
Public employee names, salaries, job classifications, entry duty dates, or places of employment are not personal, but are matters of public record and, as such, the publication of such information is permissible.
State and county employees should know that no information, other than that which is legally permissible, may be published on the county government’s website.
